About MoveGreen
Established in 2011, MoveGreen Public Foundation promotes sustainable development through environmental education, urban environmentalism, and action on air pollution. Registered in Kyrgyzstan and based in Bishkek, MoveGreen conducts air quality monitoring, concrete environmental actions and climate adaptation measures, impactful awareness-raising campaigns, and education. MoveGreen also works to catalyze, support, and educate active communities of engaged citizens, and train journalists to effectively report on environmental issues. MoveGreen has also developed strong working relationships with key local and national governmental institutions, and has become a central actor and a reference point for civil society and government alike around environmental topics and especially air pollution.
Since 2016, MoveGreen has focused on tackling air pollution in Bishkek and Kyrgyzstan. In 2017, MoveGreen deployed air quality monitoring sensors which streamed data in real-time to a website and an app, with AQI health warnings. It was the first PM2.5 monitoring network, and real-time data available in the country. A successful awareness-raising campaign also drew public attention to the problem and raised this issue as an important environmental and social topic. MoveGreen has since expanded this original network, and continues to conduct awareness-raising campaigns targeting the public, decision-makers and media through social-media campaigns, youth events, demonstrations, media campaigns, bill-boarding, City Hall meetings, and forums. MoveGreen also participated actively in the design of the Action Plan on air quality management approved by the Office of the Prime Minister in 2018, and provided review of air quality management legislation and recommendations to harmonize existing laws to enable the introduction of the AQI system, presenting these to decision makers at a round table in 2019. MoveGreens aim is to continue to support air quality issues to reduce pollution and to develop a transnational campaign for air quality in Central Asia.
About the project
The project Building Air Quality Management Capacity in the Kyrgyz Republic and Kazakhstan and supporting action on air pollution in Central Asia aims to strengthen the regulatory and monitoring capacity of government actors and expand awareness of air quality issues among decision makers and the general public in the Kyrgyzstan and Kazakhstan, and to initiate broader regional collaboration on air quality among civil society actors and decision-makers in Central Asia. Project objectives include: enhanced capacity of government agencies to monitor air quality through deployment of low-cost PM2.5 and other sensors, and increased technical capacity in the Kyrgyz Republic and Kazakhstan; initiation of development of improved air quality regulatory structures for monitoring air quality in the Kyrgyz Republic and Kazakhstan; increased awareness of air pollution, its causes and consequences, among decision makers and the public in the Kyrgyz Republic and Kazakhstan; and enhanced regional cooperation between Central Asian countries for tackling air pollution challenges.
Project activities will include deploying low-cost sensors, technical and expert trainings for relevant government agencies, review of existing laws and regulations around monitoring air quality, public awareness-raising campaigns, a school program, university conferences, and the establishment of a Central Asian regional air quality dialogue platform with various actors from around the region. The project will be implemented under a cooperative agreement, in which key persons from the funding organization have substantial involvement around specific aspects of the project design and outputs.
Qualification requirements
Relevant degree (diploma, bachelor or masters degree) in engineering, mechanics, data management, IT, chemistry, environmental sciences, or related field;
Proven experience of successful data management (5+ years preferred);
Proven experience or demonstrated ability to conduct installation and maintenance of technical equipment;
Evidence of ability to travel and work independently in regional locations;
Good knowledge of technical aspects of environmental issues, particularly air quality;
An enthusiasm and dedication to environmentalism;
Languages: Russian and English (acceptable or intermediate working level).
Additionally, it would be an asset to have:
Previous experience working/volunteering on environmental projects, particularly air quality projects;
Previous experience installing and maintaining environmental monitoring stations (e.g. air, water, soil);
Knowledge of Kyrgyz
Reporting directly to the Project Director, and working closely with the Air Quality Expert in Kyrgyzstan and also with the Technician in Kazakhstan, the Data Manager will:
Deploy and install low-maintenance air quality monitoring stations, provide maintenance where necessary, and replace sensors annually – this involves independent multi-day travel to regional locations around Kyrgyzstan;
Manage data from sensors, including establishing basic systems for data management, collection, and control;
Provide training to government agencies on installation, maintenance, and functioning of the sensors;
Where necessary, provide technical backstopping to government agencies on issues related to air quality monitoring stations;
Support the project team by providing technical support and advice on issues related to data management and air quality monitoring stations

About the position:
This is a 6-month new role (with possibility for annual renewal) at 20%, based in Bishkek with travel necessary to regional areas in Kyrgyzstan (e.g. Naryn, Jalalabad, Osh).
