The Kyrgyzstan Mountain Societies Development Support Programme (MSDSP KG), an initiative of the Aga Khan Foundation, is a locally registered public foundation which seeks to improve the livelihoods of select communities in Kyrgyzstans mountain areas. MSDSP KG implements a range of integrated interventions in rural development, education and health, in collaboration with community-based groups and local government authorities. Disaster risk reduction, enhancing local governance, and improving climate change resilience are cross-cutting themes across MSDSP KGs work.
In 2017, MSDSP KG launched a five-year partnership with the United States Agency for International Development (USAID) aimed at Enhancing Employability and Civic Engagement of Youth (EECEY). The EECEY project also known as Demilgeluu Jashtar works to increase civic participation of youth and prepare them for the labor market by creating various opportunities. Through the project hundreds of young people will be able to enhance their leadership and life skills as well as strengthen their professional and entrepreneurial skills. The project will also facilitate youth participation in development of their communities and generate a robust research base to support evidence-driven youth policy development.
For the implementation of the project, MSDSP KG is partnering with the Branch of the Aga Khan Foundation in the Kyrgyz Republic (AKF), Association for Social Entrepreneurs (ASE), International Debate Education Association (IDEA CA), the University of Central Asia (UCA), and Accelerate Prosperity (AP).

Qualification requirements
Education:

Advanced university level degree in mass media and communications, social studies or business administration.
Experience:

At least five-year overall experience in journalism, communications, and/or public relations/or related field.
Experience with public information campaigns required.
Experience in creating multimedia (video and graphics) content for general audiences.
Experience in developing written materials in excellent Kyrgyz.
Experience in organizing forums, conferences and/or workshops is desirable.
Experience taking interviews.
Experience with USAID-funded projects is an asset.
Skills/Competencies:

Strong interpersonal and networking skills to work well with a wide range of stakeholders.
Photography and videography skills.
Ability to organize and support exposure visits for senior officials, donors and others including drafting itineraries, setting up site visits and interviews, and acting as a guide and support person for the visits.
Experience organizing conferences, festivals and meetings at national, regional and district levels.
Capacity to plan, prioritize and deliver tasks on time.
Knowledge of Adobe software is preferred.
Languages:

Excellent verbal and written communication skills in Kyrgyz and English.
Duties
Lead and support the development of communication and outreach activities for EECEY Project.
Respond to requests for information from donor, media, government, and public regarding the Project activities.
Maintain the Project social media accounts, including Facebook and Instagram, as well as actively engage with the social media followers to increase the number of followers.
Produce multimedia content for social media channels, including videos and posters.
Create social media challenges and engage Kyrgyzstanis youth to participate in them.
Proactively propose ideas that will appeal to target and general youth as well as other audiences.
On a constant base, produce multimedia products using Adobe products such as Premiere Pro, After Effects, Illustrator, and PhotoShop.
Interview/video interview or otherwise document project beneficiaries, draft stories of success.
Upon request by Project Manager or Communications and Outreach Manager, be able to travel to project locations.
Draft, edit and coordinate the production of background documents such as press releases, social media publications, and public announcements.
Oversee the development of appropriate communications and outreach materials including publications, posters, banners, flyers, fabrics and brochures according to the USAID Branding and Marking requirements.
Develop and maintain a list of key journalists and other individuals to ensure wide and targeted distribution of information.
Provide stories and photographs to USAID on project beneficiaries/activities according to the Branding and Marking (Banual as per work plan.
Provide training to and work in close collaboration with the Project partners to ensure that they meet USAIDs Branding and Marking requirements.
Prepare quarterly communications reports as well as media clippings about events including workshops, seminars, conferences, study tours etc.
Rapid translation from/into Kyrgyz and English.
Consolidate partners quarterly and annual reports as well as their calendar of events.
On a monthly basis, compile, edit, and submit the Demilgeluu Jashtars newsletter to USAIDs mission in Kyrgyzstan.
Work in close collaboration with the Aga Khan Foundations Communications and Outreach Manager as well as project Monitoring and Evaluation Coordinator to ensure that Demilgeluu Jashtars media content achieves USAIDs and MSDSP KGs communication objectives.
