Common information
The USAID CAMI Project (hereinafter referred to as the Project) is a five-year initiative aimed at developing local governments through improving their operations, providing quality services, increasing citizens confidence and promoting experience exchange between different regions of the Kyrgyz Republic.
CAMI assisted 50 partner LSGs to identify areas where the LSG performed well across the planning, resourcing, management, and oversight functions. This work also highlighted the new systems, procedures, and capacities that helped increase effectiveness. As a result of this work, the LSGs, with participation from the council and community, identified a set of best practices to be replicated. This may include citizen charters, improved job descriptions for service delivery staff, and internal controls to increase efficiency, etc.
To ensure sustainability and scaling up of CAMI interventions in the area of local governance, it is planned to develop Best Practice Book to support strengthening and institutionalization of best mechanisms and procedures in effective local management.
CAMI plans to develop and publish a book of best practices of partner LSGs over the past 4 years.
Qualification requirements
Humanities education: linguistics, journalism, communication issues and more;
Knowledge of LSG and public administration issues more than 5 years;
Experience with LSG issues more than 5 years;
Experience in writing articles, successful stories, reports, publications and more. (Please, attach list of such documents)
Fluent Russian language
Specialist needs to design up to 30 short best practice stories on the base of CAMIs materials. All stories should be in one format, in Russian or Kyrgyz, and collected in one book.

Upon completion of the assignment, the Specialist will submit all requested documents, upon the agreement with the Project Coordinator as a precondition for the payment.
All payments are made in accordance with the rules and procedures of the Project.
The term of the contract:   February 2021 — April 2021
