The USAID-funded Improved Basic Education in the Kyrgyz Republic (IBE-KR) project is currently accepting applications for a position of Communications Specialist.
This 5-year initiative will result in improved early grade learning outcomes in grades 1–4 through: 1) Improved instructional quality in reading, numeracy, and math; 2) Improved formal and non-formal learning environments; and 3) A strengthened education system for primary education. Successful candidates must possess excellent oral and written communication skills in English, Kyrgyz and Russian. The position is based in Bishkek, Kyrgyz Republic.
The Communications Specialist will lead and implement the programs Outreach and Communication Plan and will collaborate with project staff to raise awareness of IBE-KR activities in the country and in the United States.
Qualification requirements
·
MA with 5 years of experience in communications in the KR;
·
Excellent written and spoken language skills in English, Kyrgyz and Russian;
·
Familiarity with communications approaches for planning, executing and monitoring communications strategies;
·
Fully competent in information systems skills, including publications software;
·
Demonstrated flexibility, adaptability and ability to perform and collaborate under challenging conditions;
·
Strong planning, community mobilization and inter-cultural communication skills required;
·
Experience working on USAID or other donor-funded projects with a focus on system strengthening as well as community outreach.
Duties
·
Design and implement the projects outreach and communications plan, including an approach to evaluate the effectiveness of outreach efforts;
·
Train project staff, partners and other stakeholders on integrating communications, branding and marking into their day-to-day responsibilities;
·
Prepare information and outreach materials such as project factsheets, press releases, scene-setters, flyers, success stories, etc. in support of the projects implementation efforts;
·
Organize media and public events, including preparing accompanying information materials (briefing checklists, banners, promotional handouts, etc.)
·
Engage with national and local media to increase awareness of the importance of foundational reading and math skills for all students;
·
Ensure strong regional implementation of communications efforts through engagement of regional, district and school level staff;
·
Ensure that all products produced as part of the projects program and communications efforts (i.e. training materials, presentations, photos, videos, press releases, etc.) are of the required quality including compliance with USAID branding and marking;
·
Communicate research findings and technical results for diverse audiences including non-technical stakeholders such as parents;
·
Design and implement a social media strategy;
·
Develop and oversee a national literacy campaign in four languages (Russian, Kyrgyz, Uzbek, and Tajik) that highlights the benefits of out-of-school reading and math;
·
Conduct community outreach to parents and libraries that cultivates a culture of reading and math in every-day life;
·
Tailor communication strategies to diverse audiences (geographic areas, rural and urban locations, language groups);
·
Implement targeted electronic communications (e.g., WhatsApp, short message service [SMS]) to promote reading and math practice outside of the schools;
·
Engage with relevant MOES staff to develop communications and outreach capacity and assume ownership of these activities;
·
Contribute significantly to project reports and deliverables, including quarterly/annual progress reports and annual work plans;
·
Other tasks and responsibilities as developed over the life of the project.
Conditions
This position will require regular field travel.
