DAI is currently accepting applications from candidates for a Finance and Operations Director position to support an eighteen-month, $8.9 million U.S. Agency for International Development (USAID)-funded program based in Bishkek, Kyrgyz Republic.
Qualification requirements
Bachelors degree in Accounting, Finance, Business Administration, Human Resources or equivalent required; Masters degree preferred.
10+ years of relevant experience and progressive responsibility in international donor-funded finance and accounting, office administration, and project operations. Experience in financial management of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations, is preferred.
Experience managing Human Resources, including knowledge of local labor laws.
Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
Spoken and written language proficiency in English is essential.
Additional Russian language skills are preferred.
The Finance and Operations Director will be based in the project headquarters office in Bishkek and will provide overall management of the operations and finances of the project. This position will supervise all project human resources, administration, and finance including but not limited to overseeing monthly expense reporting, all financial reporting and payroll administration.
The responsibilities of the Finance and Operations Director include:
Oversee general office management and set up
Oversee the management of human resource issues in conjunction with the Chief of Party
Directly supervise other project staff, for example the accountant, grants managers and administration assistants
Support daily administrative operations of the project, including human resources, facilities, procurement and IT, and record and file management.
Maintain communication with DAIs home office staff on administrative and operational aspects of the project.
Work with the Chief of Party on the review and analysis of budget estimates for allowability, allocability, reasonableness and consistency
Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
Manage recruitment, salary negotiations, hiring, evaluation, and termination of employees, in consultation with the Chief of Party.
Ensure that administrative records and project personnel documentation are well-organized, maintained and updated.
Ensure that all new and current staff are trained on personnel policies, administrative procedures and procurement.
Ensure procurement files are properly documented and closed upon completion of an activity.
Oversee the management of central and regional offices and ensure that all project facilities are powered, cleaned, and functioning properly.
Manage, process and account for all expenditures under the project.
Support the Chief of Party in preparation of annual and quarterly budgets as well as quarterly financial forecasts.
Manage payroll functions.
Review expense reports for project bank accounts to ensure compliance with DAI finance and accounting procedures.
Prepare regular reports for appropriate management as necessary or requested.
Other tasks as assigned by direct supervisor, the Chief of Party.
