Common information
Under the overall supervision and the guidance and direct supervision of OHCHR Regional Representative for Central Asia the National Programme Officer on Youth will provide high quality services to OHCHR ROCA to ensure timely and efficient implementation of his/her functions focusing mainly on human rights of youth, including on diversity and non-discrimination. The National Programme Officer on Youth promotes a client, quality and results-oriented approach.
Qualification requirements
Required Skills and Experience

Master degree in Law, Political Science, or related fields

Up to two years of relevant experience working on human rights, preferably on human rights of youth.
Experience in international organisations, such as the UN, or other regional or international intergovernmental/non-governmental organisations is an asset.
Project management experience strongly desirable.
Experience of working with youth including through youth platform, youth associations, youth councils strongly desirable. Experience of working with social media platforms desirable.
Excellent communications and drafting skills.
Ability to operate computer and office equipment. Good knowledge of MS Word, Excel or equivalent software.
Ability to work independently as well as in a team.
Excellent planning and organizational skills.
Language skills
Fluency in written and oral English and Russian.: Knowledge of Kyrgyz or other language of Central Asia is an asset.
Duties and Responsibilities
Support the implementation of the UN Strategy on Youth (area 4 on youth and human rights), as well as OHCHRs Operation Management Plan;
Identify existing regional and national youth platforms, build partnership and contribute with in-kind expertise, including through human rights education and training, thereby contributing to the existing ROCAs annual work plans implementation;
Support relevant ongoing activities of the regional office in all Central Asian countries including by reaching out to student organizations, and supporting them with capacity-building activities and raising their awareness on human rights standards, especially those pertaining to youth.
Contribute to substantive and technical work on youth inclusion in regards to the Offices work on human rights in the context of state efforts to prevent and counter violent extremism;
Provide substantive input in regards to the inclusion of ethnic minority youth in public life;
Participate in Regional Inter-agency Working Group (IAWG) on Youth and in biannual meetings with the Office of Envoy on Youth.
Initiate, organize and coordinate programmatic and administrative arrangements for meetings, seminars, conferences, workshops, round tables and forums of exchanges;
Contribute to the development of reports of the Regional Office;
Support in the development of a communication strategy specifically targeting youth and maintaining ROCAs Facebook page;
Prepare Facebook page posts on issues of concern to young people in different areas depending on the country/region (climate health, political participation, sexual and reproductive rights and health, justice issues, human rights education and capacity building, and prevention of violence);
Engage in other social media platforms as per agreed policy;
Contribute to the Offices work- and cost-planning and monitoring progress towards expected accomplishments;
Support substantively, and logistically as necessary, missions of OHCHR staff members and independent Experts within the country and in the region;
Facilitation of knowledge building and management focusing on identification and synthesis of best practices and lessons learned directly linked to regional and country expected accomplishments and sound contributions to knowledge networks and communities of practice.
Conduct any other tasks as assigned.
The key results have an impact on the success of country and regional programme within specific areas of cooperation. In particular, the key results have an impact on youth participation, empowerment of youth and the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets
