ICAP at Columbia Universitys Mailman School of Public Health works with host country government and non-government organizations to strengthen health systems and build capacity for programs related to HIV, COVID-19, and other debilitating illnesses like tuberculosis and malaria. In the Kyrgyz Republic, ICAP implements CDC-funded activities aimed to achieve HIV epidemic control by building the capacity of local service providers to deliver effective HIV prevention, testing, and treatment services and by strengthening HIV-related strategic information systems and improving data use for HIV program management.
Since 2020, ICAP also provides technical assistance to the Ministry of Health to ensure an effective response to the COVID-19 epidemic.
Qualification requirements
Under the direct supervision of the National Coordinator and broad guidance of the Regional Deputies, the Program Specialist is responsible to provide technical and programmatic support to the development, implementation, and monitoring of public health interventions aimed to scale-up and/or improve the quality of healthcare services provided at the supported sites, as well as surveillance efforts.
Specific areas of focus include, but are not limited to: interventions aimed to improve HIV case finding, primarily index partner testing, and pre-exposure prophylaxis (PreP); implementation of integrated bio-behavioral surveillance, including site-level data collection quality assurance, and data analysis support; participation in the development and implementation of COVID-19 response technical assistance activities.
Duties
·
Ensure routine and regular monitoring of work plan implementation and progress towards set targets for each facility and program area;
·
Participate in the development and/or updating of standard operating procedures, algorithms, data collection tools, guidelines, protocols, reports, and other project documents as required;
·
Participate and help facilitate technical working groups;
·
Facilitate the development and oversee implementation of site-specific and program area-specific quality improvement plans;
·
Facilitate routine and regular discussions of specific work plans, indicators, challenges, and opportunities with in-country partners, including facility-level staff and managers;
·
Conduct capacity building needs assessment, prepare materials and facilitate various technical trainings;
·
Work closely with other ICAP staff to collect and verify key progress indicators, as well as collect other information requested by the donor or required for program monitoring purposes;
·
Participate in the development of the projects annual and quarterly work plans and targets;
·
Promote ICAPs role in supporting healthcare services in the Kyrgyz Republic;
·
Develop progress reports and other project documents as required;
·
Participate in distance learning trainings/webinars as participant or facilitator; 
·
Perform other duties as required by the direct supervisor.
Conditions
·
Candidates should hold a university degree in epidemiology or medicine. Advanced degree in public health and/or epidemiology is an asset. 
·
At least 3 years of applied practical experience providing services to key populations and/or people living with HIV in the Kyrgyz Republic. Experience conducting bio-behavioral surveys is an asset;
·
Proven practical experience providing capacity building and mentoring support to HIV service providers. Experience working for international or donor-funded organizations is an asset;
·
Solid understanding of current HIV priorities and globally recommended approaches;
·
Good mentoring and communication skills and demonstrated ability to establish effective working relations with different level of counterparts;
·
Fluent written and verbal communications skills in Russian and Kyrgyz. Knowledge of English is an asset;
·
Excellent interpersonal skills and the ability to work with staff at all levels;
·
Legal ability to be employed and work in the Kyrgyz Republic;
Ability to travel for 5-7 days or more every two months to different sites across the country

In the Central Asian region, ICAP receives PEPFAR funding from the U.S. Government (USG) through the Centres for Disease Control and Prevention (CDC) for implementation of the SUPPORT Project aimed to strengthen HIV-related strategic information systems and to build capacity for the provision of HIV prevention, care and treatment services.
