Location :   Bishkek, Kyrgyz Republic
Supervision received :   The Programme Associate will be under the overall supervision of Programme Policy Officer of Outcome 3 and will be in charge for implementation of activities under the Strategic outcome 3: Food-insecure communities in areas vulnerable to climate change have improved food systems and are more resilient to shocks all year round of the Country Strategic Plan 2018-2022 (CSP)
Qualification requirements
Expected Results :
Well prepared, analytical work; well managed projects, programmes and/or operations under supervision of management of Outcome 3.
Critical Success Factors :
Good analytical skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds. Ability to cope with situations which may threaten health or safety; flexibility in accepting work assignments outside normal desk description. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
Education :
Completion of secondary school education. University degree in one or more of the following disciplines would be an advantage: disaster risk management, climate change adaptation, natural resources management, natural sciences, social sciences, development studies or a field relevant to international development assistance. Specific education or substantial training in one of the following areas also would be an advantage: disaster risk mitigation/disaster risk reduction or climate change adaptation or social protection/social safety nets or rural development.
Experience :
At least 4 years of postgraduate professional experience in at least one of the following areas: disaster risk management, climate change adaptation, social protection/social safety nets, rural development.
Knowledge :
Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.
Language :
Fluency in English, Russian and Kyrgyz.
Duties
Accountabilities :   Within delegated authority, the Programme Associate is expected to perform in the following areas:

Assist programme management in overall management of activities under Outcome 3 Food-insecure communities in areas vulnerable to climate change have improved food systems and are more resilient to shocks all year round in southern regions of the country;
Provide technical advice and manage implementation and monitoring of programmes and activities in the areas of disaster risk management, climate change adaptation using Food for Asset/Food for Training/Not Food Items approach at the community level in northern regions;
Implement project activities effectively and efficiently in accordance with the projects annual work plan in order to meet the expected results; develop in accordance with the AWP a detailed action plan for the implementation;
Establish liaison with national government and key stakeholders engaged in the field of food security, climate change adaptation, disaster risk management in the north of Kyrgyzstan;
Support the management in coordination and partnership in the framework of UNDAF 2018-2022, more specifically under Outcome 3 of UNDAF, including attending and organization of coordination, steering and other fora/meetings for synergies and complementarities and for joint UN efforts promoting SDGs;
Contribute to the formulation and implementation of national and local policies and strategies in the areas of climate change adaptation and disaster risk management with the focus on food security and nutrition;
Implement of capacity strengthening projects and tools related to emergency preparedness, disaster risk management and climate change adaptation in the north of Kyrgyzstan;
In tight collaboration with the supervisors and national partners to prepare/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises; Periodically monitor the management of risks and report on any actions taken;
Contribute in preparation and dissemination of timely analytical and critical reports including preparation of proposals for improvements in operation and the scope of programmes; including provision of narrative parts to monthly; quarterly, semi-annual, annual etc. reports;
Conduct regular field visits at various stages of CCA/DRR project implementation and provide review reports and recommendations to improve field level projects;
Participate regularly in programme meetings, including project review committees, post distribution monitoring, verification processes and consultations, and provide technical oversight and recommendations to enhance and improve project design, implementation and reporting;
Support to management on supervision other programme staff; provide training and technical guidance in their work;
Assist to management in internal and external resources mobilization;
Develop and contribute to the implementation of the monitoring plan on north-activities in close collaboration with the monitoring specialist; Perform regular monitoring of implementation and progress of projects; Observe, measure, and evaluate results against target indicators and direct the development and implementation solutions;
Perform other related duties as required.
