Description of Saferworld and Central Asia Programme:  
  Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.
Saferworld has been working in Kyrgyzstan since 2010 to improve cooperation and understanding between ethnic groups, communities, the police and local authorities. Together with our partners, we develop networks to address issues which affect peoples security. We also advocate to government officials and civil society for improved policies and services for conflict affected communities and for effective conflict prevention. Our work focuses in particular on women and young people – who are often left out of decision-making processes.
Job Purpose:    
  To support the implementation of Saferworlds youth for tolerance and democracy project in Kyrgyzstan, as well as youth-related aspects of the Saferworlds country programme. The post requires working closely with coordinators of local partner organisations. The position is based in the city of Osh and requires spending substantial amount of time with partner coordinators in the project areas.

Knowledge
Knowledge and understanding of peace, security and youth issues context in Kyrgyzstan, including community-led peace, stability and security processes: A degree in international relations or related discipline or equivalent relevant experience
Experience
Experience in mobilisation, facilitation and/or training will be an advantage: A minimum of two years relevant project experience supporting community-based programmes in the peacebuilding sector, including engagement with a variety of  actors, including communities, civil society, governmental actors, or specialised networks
Skills
Good communication and interpersonal skills and an ability to work in an impartial manner, respecting cultural, ethnic and other diversity
Ability to work on his/her own, as well as ability to work effectively as part of a team
Strong analytical and strategic skills
Languages: fluency in local languages (Kyrgyz and/or Uzbek), and Russian and English (written and spoken) are essential

Duties
Duties :     
1:   Strategy and programme development
Contribute to the development of Saferworld Kyrgyzstans country strategy with regular analysis of political and security developments in specified geographic and thematic areas
Inform and advance the development and implementation of Kyrgyzstan strategy to build peace and tackle the prevention of conflict, reflecting on themes such as youth, peace and security
Contribute to the development of Saferworlds position in support of a more sensitive and effective international response to conflict in the region
Help develop Saferworlds existing programme of work and identify related areas (thematically and geographically) for new programme development
Contribute to lesson-learning and to the integration of cross-cutting themes (such as conflict and gender sensitivity, youth, peace and security) and functions (such as communications and capacity-strengthening) across the organisation.
2:   Programme implementation
Coordinate, facilitate and monitor specific youth-related components of the project and that of the wider country programme, in close cooperation with partner organisations, including:

Organise dialogue meetings, workshops and seminars in the provinces with local authorities, civil society and international organisations to raise awareness of efforts to prevent violent conflict and promote cooperative approaches to youth, peace and security issues in accordance with project implementation and country annual plans.
Help identify the capacity gaps and requirements of project participants, including young men and women, community-based organisations, community activists,and local authorities in relation to the prevention of violent conflict through promotion of youth, peace and security agenda, including the, democracy and religion.
Contribute to the development of relations with Saferworlds partners in Kyrgyzstan and capacity-strengthen civil society partner organisations to implement youth-related aspects of the project and country programme
Assist in the design and delivery of training and other support activities for authorities, civil society, and communities in accordance with project and country annual plans
Facilitate and support local initiatives and campaigns aimed at the prevention of conflict, promotion of tolerance
Coordinate with local authorities, consultants, and partner organisations to deliver project and wider programme results
Coordinate communication, media and advocacy parts of the project
Increase awareness of governmental actors regarding the development and implementation of conflict-sensitive youth policies and programming
Draft project activity reports and outcome monitoring forms, and с ontribute to the production of narrative and financial reports for donors
Assist with and contribute to outcome harvesting and lessons learning
Assist with and contribute to the youth-related research undertaken by Saferworld and/or local partners
3:   Communications and Advocacy
Help identify opportunities and develop relationships with stakeholders for promoting youth, peace and security in the country and develop appropriate strategies – in cooperation with local partners and other local and international actors
Monitor and analyse official and public debates on youth, peace and security issues relevant to Saferworlds work in Kyrgyzstan and identify opportunities for Saferworld to provide input into the youth, peace and security policy debate in the region
Draft short pieces on project activities and changes for Saferworlds internal news
When requested, represent Saferworld at meetings, seminars, workshops, and other events and convey project and country programme messages
4:   Funding, Finance, and Administration
Contribute to identifying funding opportunities and establishing/maintaining contact with relevant donors under supervision of the Project Manager
Provide support to fundraising and programme development
Assist with preparing estimates for budgeted activities and funding proposals
Monitor relevant project expenditure

Terms and conditions
Term of contract: Fixed-term contract; until 01 February 2020
Annual salary range: KGS 56,832 net per month (after all taxes and social fund contributions)
Leave entitlement: There are 28 annual leave days per year (January – December) in addition to public holidays in Kyrgyzstan.
Probation: There will be a probationary period of three months.
Travel: The position is based in Osh with a substantial amount of travel time within the country.
Hours: The standard working week is 37.5 hours a week.
