Overview and background
Collaborative Governance Program (CGP) works to foster effective collaboration between civil society and the Government of Kyrgyzstan to deliver social services to its citizens, resulting in a more responsive and accountable government, and a more credible and sustainable civil society. The CGP will support the Government of Kyrgyzstans efforts to increase civil society participation in service delivery through social procurement contracting mechanisms and will support Kyrgyz civil society to be better able to shape public policy, monitor the government on behalf of citizens, and expand engagement and advocacy efforts.
Reporting and supervision
The Senior Program Officer reports to the Chief of Party (COP), serves as the senior member of the field office program team, supervises and coordinates the work of CSO Capacity Strengthening Coordinator, Rule of Law Program Manager and Expert on Initiative Groups. Senior Program Officer closely cooperates with the Administration and Compliance Officer, Monitoring, Evaluation der Officer, Public Outreach Specialist, CGP partners,
Development Policy Institute (DPI) and the Center for Public Policy (CPP).
Qualification requirements
Required Skills and Experience
Masters degree (specialists level will be considered an equivalent to masters) with 5 relevant years of experience in law, political science, international relations, development studies or related field.
Experience as a Project Officer/Manager/Consultant at national or international level is preferred.
Experience in planning, budgeting, work plans, participating in program development and implementation, monitoring, reporting, evaluation and program coordination.
Proven knowledge of state social procurement mechanisms or related fields.
Proven knowledge of Public Councils of State Bodies institute
Proven experience working with a range of government and national/ international civil society stakeholders.
Proficiency in the use of computer, office software packages.
Excellent analytical and reporting skills.
Experience of working in international development organizations is an advantage.
Language Requirements: Fluency in professional written and speaking English and Russian languages, Kyrgyz language at a conversational level is an asset.
Duties
Overall responsibilities and goals
The Senior Program Officer is responsible for the successful and timely implementation of CGPs program strategy and activities in accordance with the approved Work Plans and Cooperative Agreement.
Senior Program Officer brings his/her skills, education, experience, and knowledge of the countrys social and political context to successfully develop, lead, manage, implement and evaluate CGP program activities, including policy work, policy research and analysis, and reciprocal collaboration between government and civil society actors.
Specific goals
In collaboration with COP, coordinate and oversee activities of Components A, B, and D;
Work with other CGP staff to help build the capacity of partners and subrecipients to collaborate with government, and thereby improve the professionalism, sustainability, and effectiveness of CSOs, and in particular their ability to collaborate with government representatives to advocate for issues on behalf of the citizens of Kyrgyzstan;
Manage and coordinate Component A strategy and activities, including pilot efforts aimed at enhancing collaboration between civil society and the GoKR as well as expanding social contracting between government and civil society;
Oversee the DPI activities on capacity development for designated government institutions and CSOs to conduct Social Procurement;
Oversee the CPP activities on capacity development for pilot Pubic Councils of the MoJ and MoLSD;
Coordinate the Component B activities in  strengthening the existing capacity of target Civil Society
Organizations by working towards structured and measurable processes of improvements through series of interventions;
Coordinate Component D activities under CGPs Rule of Law program activities including, but not limited to civic education, access to justice, justice sector monitoring and advocacy;
Develop and implement detailed work plans, data collection and analysis tools, to ensure the successful and timely implementation of all program elements;
Ensure all CGP relations and communications with relevant government representatives are professional, collegial and current;
Attend  required meetings with the management team, counterparts, beneficiaries, USAID, and others as requested by the Chief of Party;
Establish work plans and annual performance goals for supervised team members, ensuring timely and quality execution of deliverables;
Make recommendations concerning employment, performance, and other personnel actions;
Ensure that standard of conduct and other corporate and applicable policies, procedures and schedules are adhered to;
As changes arise and/or opportunities arise, participate as a member of the management team in analysis, creative strategy development, and problem-solving;
Perform other tasks assigned by the Chief of Party on an ad hoc basis that are consistent with this Job Description and CGPs general requirements.
Reporting
Produce weekly and quarterly reports for Component A and review the weekly and quarterly reports produced by Components, B2 and D;: Prepare any ad hoc reports as requested.
Competencies
