Overall goals (max. 1-4 goals) numbered A,B,C,D Derived from strategic goals of HELVETAS Swiss Intercooperation, value adding A : Support result-oriented, efficient and effective implementation of cattle value chain within Bai Alai project through facilitating organisational and business development of partners and market players thereby contributing to BAI ALAIs overall goal Increased economic inclusion of producing households in Alai and Chon Alai, in particular also of women and youth. B : Actively look for possible partners by negotiations with private businesses, be aware of the development in the cattle sector, identification of possible markets and market channels. C : Ensure that livestock owners are linked to relevant service providers, authorities and stakeholders and support to establish or strengthen their business relationships. Ensure that service providers deliver services in the agreed quality, quantity and timeframe, allowing for a proper project management. D : In close collaboration with the PFU Monitoring and Evaluation Coordinator, ensure that monitoring and evaluation (both quantitative and qualitative) for cattle value chain respond to donor requirements as well as good practices of HELVETAS Swiss Intercooperation and AKF with particular focus on GSE indicators. E : Good personal and institutional working relationships are maintained, the project is well connected, and synergies with other Helvetas and AKF projects are developed and fully exploited. + : Knowledge Management: The value chain facilitator is a specialist in private sector development, knows well cattle sector, and shares this knowledge openly with project staff and partners. Contribute to the mainstreaming of all transversal topics, especially GSE topic. 2. Main tasks (present and future. relevant to success of HSI) A: 1) Coordinate and provide guidance on strategic and operational issues related to cattle value chain and advocacy activities with special focus on women and youth. 2) Facilitate the implementation of practical activities related to VCD. 3) Develop and foster understanding and application of the M4P approach and promote it actively among all relevant stakeholders. 4) Contribute to a proper monthly, quarterly and annual planning and monitoring system (financial and operation, including against the logframe) to ensure the quality control of the Bai Alai projects outputs and expected outcomes, according to the Project Management Framework (PMF). 5) Ensure that women and disadvantaged groups are included in decision-making processes at all levels including e.g at community and household level in the project area and within partner organisations. B: 1) Facilitate business relations of livestock owners with business development services. 2) Liaise with state authorities and institutions promoting an enabling legislative environment for cattle value chain. 3) Monitor and supervise that cattle VC related milestones are observed and adhered to (incl. by co-facilitators and partners / beneficiaries). 4) Provide leadership and foster an atmosphere of cooperation among project staff and SME actors to achieve Bai Alai project objectives. C : 1) Facilitate training and experience exchange on project relevant issues and topics, especially related to cattle sector development. 2) As needed, develop ToR, recruit and monitor the work of service providers to support cattle value chain development. 3) Represent the project in regular contacts with civil society, the private sector and the media following the guidelines developed by Helvetas and AKF management. D : 1) Under the supervision and guidance from the PFU Monitoring and Evaluation Manager, implement monitoring and evaluation system in cooperation with partner organizations in regard to cattle value chain and advocacy issues with focus on GSE indicators. 2) Participate in and contribute to relevant Mercises (Mid-term reviews, etc.) E: 1) Contribute to a close collaboration with other relevant SDC, SECO, Helvetas and AKF-funded and other projects providing advice and facilitating joint activities. 2) Work closely with HELVETAS Swiss Intercooperation and AKF teams in Bishkek and Osh. 3) Participate actively in programme related exchange forums, working groups, country strategy development etc. 4) Promote the project among other donor agencies to create synergies. 5) Keep the project manager regularly informed about project relevant context developments and progress of implementation and support him/her in his tasks. 3. Responsibilities: Derived from pt. 4, defined per target A) Responsible for programme results in Outcome 1, Outcome 3 (Cattle), Output 1 and WEE B) Responsible for allocation and use of programme resources in Output 1 C) Responsible for development of sustainable SME relationships. D) Responsible for the programme synergies, positive working relationships, corporate identity. She/he ensures the delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries and prepares written materials and progress reports. The three-year Regional project Promoting Energy Efficiency and Renewable Energy Production in the Community-Based Tourism Sector in Central Asia started from January 2020 till January 2023. The project aims to contribute to the reduction of the carbon footprint of the Community-Based Tourism (CBT) industry in Kyrgyzstan, Tajikistan, and Uzbekistan. The direct beneficiaries of the project include MSMEs in the green energy sector, CBT service providers, government institutions, local authorities and government-sponsored entities. The intervention will support MSMEs in the Renewable Energy (RE), Energy Efficiency (EE) and CBT sectors in their adoption of Sustainable Consumption Practices (SCP), promote access to green finance and support the development of an enabling environment to strengthen SCP in the RE, EE and CBT sectors in Central Asia.
