Background: The goal of the USAID Competitiveness, Trade, and Jobs (CTJ) Activity in Central Asia is increase exports of horticultural and value added horticulture products, increase competitiveness and quality of trade and logistics services, leverage and support accelerated private investment in horticulture, transportation and logistics sectors, support adoption of new technologies and innovations for increased competitiveness, support public and private workforce development initiatives. The CTJ will be implemented in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan by interacting with businesses, trade authorities and respective governments as well as in foreign markets specifically Afghanistan, Pakistan and India, and others.
Qualification requirements
Qualifications:

Bachelor Degree in Business Administration, Finance, Economics, or Accounting;
At least 3 years of relevant work experience in administration and finance. Working experience in international donor organizations is a strong advantage;
Excellent command of spoken and written English, Kyrgyz and Russian are essential.
Good communication skills;
Strong financial and administrative skills, result and client-orientation, ability to work in a team;
Ability to work under pressure and with tight deadlines, ethics and integrity;
Ability to use information and communication technology as a tool and resource;
Experience in handling web-based management systems;
Ability to handle multiple tasks simultaneously and ability to prioritize;
Basic knowledge of and experience in horticulture, transport and logistics sectors.
Duties
Functions and responsibilities: Administrative:

Assist on all activities carried under the Project;
Coordinate administrative activities under the Project;
Take care of all arrangements in regard to visit of short and long term consultants;
Assist in keeping close communication with Project main stakeholders and partners;
Make arrangements for meetings, trainings, conferences and workshops;
Drafting and registration of in/out business correspondence, faxes and reports, passing them to relevant recipients;
Office supplies: ensuring the availability of office supplies and on a daily basis ensuring that the fax machine, printers, copiers have sufficient paper and toner supply. Purchase of office supplies, and other disposals necessary for office operations;
Logistics support: registration of foreign/regional advisors/visitors with Kyrgyz authorities when/if is needed; make hotel reservations; based on the required parameters, search for relevant apartments. If requested by advisors, help to find a cleaning lady, determine frequency of her visits and negotiate payment;
Prepares detailed cost estimates for planned events;
Maintains filing system for project documents and materials;
Under a supervision of DAI HR staff, prepares supporting documents for recruitment/extension/termination of project staff;
General Accounting:

Initiates wire requests for field project implementation
Verifies vendor invoices for accuracy
Verifies accuracy of expenses, and project accounting codes
Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments
Ensures request for payments have appropriate approvals
Ensures the timely deposit of cash receipts
Responsible for recording and assigning costs based on approved budget in field accounting system (FAS)
Compiles backup documentation for all project related transactions, and ensures completeness and appropriate review and approvals are documented
If applicable, ensures petty cash is maintained according to maximum petty cash policy, and that all petty cash procedures are followed
Ensures the safeguard of bank checks, cash receipts, and petty cash
Responsible for maintaining file management systems for soft and hard copy documentation
Ensures non-billable expenses are thoroughly reviewed and kept to a minimum
Ensures accurate and timely recording of invoices, advances and reimbursements, checks, and wire transfer payments in field accounting system (1C)
Scans and uploads voucher files to DAIs System for the Electronic Archival of Financial Documentation – BOX
Other:
Contributes to Monitoring and Evaluation data collection and processing for CTJ project in all countries of operation.: Perform other related activities requested by the Country Director.
