Position Summary
AKF is seeking to hire an Employer Coalition Coordinator for the AKF and USAID jointly funded Local Impact Leader with Associate (LWA) award. Local Impact will target marginalized and vulnerable communities in Kyrgyzstan, Tajikistan and Afghanistan to:
(1)
Catalyze inclusive economic growth and ensure basic livelihoods;
(2)
Enhance infrastructure and access to basic services with a focus on clean energy;
(3)
Enhance the capacity of citizens and local institutions;
(4)
Promote pluralism and social cohesion.
Specific Objective One (SO1) of Local Impact is:   Increased catalysts for inclusive economic growth , which aims to promote inclusive and gainful employment opportunities for marginalized communities, with a focus on youth and women, and aligned with trends in the AKFs Future of Work framework. One of the ways the project intends to achieve this is by catalyzing and leveraging a network of likeminded employers in the three mentioned countries, who, as a part of their corporate vision and to sustainably meet their demand for new talent in the labor force, intend to invest in impact sourcing and provide better work opportunities, particularly for youth women and men.
The Employer Coalition Coordinator will lead AKFs efforts to mobilize an Employer-led Coalition in the Kyrgyz Republic and will be responsible for intended results under SO1 of Local Impact. Immediate outputs will include: Employer Coalition established for national and international employers; Employer Coalition and members technically supported to augment policies, practices, and programs for the recruitment and retention of marginalized youth, especially young women; and, Employer Coalition members supported to develop and/or expand youth internship, apprenticeship, and on-the-job training programs. The Coordinator will work closely with the Senior Employer Coalition Coordinator at AKF Tajikistan, as well as coordinate more widely among AKF colleagues in Kyrgyz Republic, Tajikistan and Afghanistan, with close direction from the AKF Global Advisor for Economic Inclusion, based in Bishkek, as well as with development partners in the region, and with the private sector to ensure employability efforts are demand-driven and aligned with future facing market trends.
Frequent travel (25%+ of working time) will be required within the Kyrgyz Republic and with some international travel.
Qualification requirements
Masters Degree in Business Management, Administration, or other relevant fields
More than 5 years of corporate experience in a relationship management or HR or recruitment role. Demonstrated knowledge and experience in interacting with business associations or bodies promoting private sector development in the country will be considered as strong advantage.
Significant experience establishing and maintaining effective cooperative working relationships in, or with, the private sector
Demonstrated capacity to develop corporate / institutional networks
Demonstrated networks within corporate world, preferably in Kyrgyz Republic
Strong organizational and communication skills.
Ability to remain focused to prioritize and balance multiple tasks.
Experience and commitment to promoting gender equality in the workforce.
Ability to thrive in fast-paced, uncertain environments and resolve problems effectively and quickly.
Demonstrated written, presentation, communication, and organizational skills in Kyrgyz and Russian; English will be considered as an advantage.
Duties
The Employer Coalition Coordinator has the following areas of responsibility, which relate to co-design and planning, Coalition development (as an informal entity), Coalition activities, activity tracking and reporting, and Employer Coalition engagement:   
Design nning
Collaborate with focal persons of technical and development partners (e.g. partners advancing Future of Work agenda and employability initiatives in Central Asia) and identify activities/events that align with activity action plans under Local Impact SO1.
Review good practices among similar regional and global Impact Sourcing and Employer Coalitions initiatives (e.g. by World Bank Solutions for Youth Employment, University of Central Asia Coop Program, etc.) that can inform Local Impact SO1.
Develop/adapt recommendations for employers to take measures to improve their workplace for young women and men, as relate to flexible work arrangements, retention strategies, codes of conduct, and other formal and informal measures that create shared value
Develop action plans, within budgets and timeframes of Local Impact, including responsibilities and targets, in coordination with Coalition members and partners
Co-design employer led skills development programs for marginal young men and women with employers and partners, constituting but not limited to customized training for future members of the Employer Coalition on leadership and professional ethics, business communication, HR recruitment, gender equality at workplace, apprenticeships, internships, management traineeships, placements and employment opportunities post trainee programs.
Employer Engagement / Coalition Development
Develop a process for identifying and engaging different types of Coalition members, in consultation with Employer Coalition Coordination in Tajikistan and AKF Global Advisor.
Cultivate and maintain a portfolio of wide-ranging institutional relationships and partnerships with potential and existing employers (corporations, business process outsourcing (BPO) firms, non-profit organizations, Ministry of Economy, etc.) willing to provide gainful employment and growth opportunities for youth, with a focus on young women, and particularly those from rural and marginal communities in Kyrgyz Republic.
Leverage existing relationships of the Aga Khan Development Network with the private sector, in consultation with AKF leadership in Kyrgyzstan and Central Asia.
Organize and convene Employer Coalition meetings and workshops, as appropriate.
Employer Coalition Activities
Facilitate intra employer network discussions to validate known and identify new barriers / problems for recruitment, retention, and advancement of female and male youth, and identify solutions and actions to these barriers.
Oversee and coordinate Employer Coalition actions / events (e.g. learning activities on young talent recruitment, events on implementing internships / apprenticeships, Job Fairs).
Facilitate outreach of Employer Coalition members to rural / marginal communities.
With Coalition members, engage training centers / colleges to address skills gaps of graduates.
Activity Tracking and Reporting
Develop and maintain a database/system to track Coalition members, their current activities aligned with objectives under the initiative, and incentives and readiness to innovate.
Track activities against agreed action plan and progress against intended project results.
Develop lesson learned and ensure their use to improve coalition network and activities.
Report progress and results to line manager for consolidation and reporting.
Assist Local Impact Communication Specialist and Gender Focal Point in collecting data and stories for communication products.
