Background
The Government of the Kyrgyz Republic (GoKR), European Union (EU) and the United Nations have launched the Spotlight Initiative (SI), a multi-year programme aimed at addressing all forms of violence against women and girls (VAWG), and harmful practices (HP). The SI aims to support transformative change on the ground to end VAWG, in numerous countries globally, including the Kyrgyz Republic. The initiative comes with the highest level of commitment globally and will be governed by the UN Deputy Secretary General and the Vice President of the EU Commission.
The goal of the Spotlight Initiative (SI) in the Kyrgyz Republic is for all women and girls, particularly those most vulnerable, to live a life free of violence and harmful practices, including child marriage and ala kachuu . It is built around six pillars developed after an extensive global theory of change exercise:

The SI Kyrgyz Republic, under Pillar 3, seeks to promote favorable social norms, attitudes and behaviors, at the community and individual level, to prevent VAWG and HPs. Particularly, SI Kyrgyz Republic, proposes an innovative and cohesive approach to community mobilization that prioritizes the voice of survivors and other women and girls in providing solutions to ending violence before it begins. This will be done by working, in each targeted community, through a core group of positive deviant (PDs) gender equality champions that will reduce the risk of resistance.
The Pillar 3 community-level approaches will be refined and adapted based on the results of social norms mapping that studies specifically existing norms and stereotypes which lead to acceptance (or refutation) of VAWG. This activity is crucial to the success of other planned interventions as it will help identify root causes of violence. The mapping of harmful social norms will allow the SI Kyrgyzstan team to identify strategic entry points for engaging with the communities on EVAWGs with a focus on identifying culturally-appropriate means to motivate people to take action against VAWG by identifying the characteristics of Positive Deviants (PDs) best suited to delivering the messages or tools that promote community reflection and charge regarding VAWG acceptance, perpetration and prevention.

Functional Competencies:

Possesses the ability to work independently, under pressure and meet deadlines;
Good knowledge of subject area;

Experience in report writing.
Education:
University degree in social sciences. Specialized training on gender issues is advantage.: Trained in GALS, PALS methodology
Experience:

At least 5 years of gender responsive research and studies in community based projects.
Analytical and training experience in gender equality and the empowerment of women at local community level is a strong asset.
Technical expertise in Ending Violence Against Women and Girls/EVAWG.
Familiarity/prior experience in monitoring/e-monitoring on local social issues, especially relating to EVAWG would be highly desirable
Demonstrable experience in effectively coaching and closely working with local teams, activists and  collaborators
Experience with the United Nations or development agencies is an asset
Language and other skills:

Fluency in Russian and Kyrgyz languages.
Knowledge and skills of relevant computer applications of MS Office applications (Word, Excel, Power Point).
Knowledge of Internet communications (Zoom, Skype, email) and command is required.
Duties
Scope of work/duties and responsibilities
Under direct supervision of UN Women Programme Coordinator and overall guidance of UN Women Technical Coherence Specialist and National Programme Officer, the National Expert (Gender Expert) will work closely with the Research Team to conduct ethnographic review of harmful social norms in target localities, institutions and new social norm holders (positive deviants and influencers of community Core Group).
The Gender Expert together with Anthropologist/Sociologist and CBPR Researcher/Trainer is tasked to implement the scope of activities as described below, by fulfilling both technical and logistical tasks:
Preparatory phase (48 working days)
Conduct desk review of all available research tools (including GALS, user journey survey etc) – (5 working days)
Develop inception report (mapping of goals/objectives, factors, potential themes , process design)and research plan (why, how, what, when, by whom) — ( 3 working days)
Co-facilitate participatory workshops to co-create participatory research design from GEWE/VAWG perspective (objectives, key questions, methodology and tools) — (5 working days)
Identify and instruct research collaborators at local level (possible criteria for selection will be provided in methodological explanation in Annex II) and build local research teams consisting of at least 3-4 people from 12 target municipalities. (at least 15 days for team selection process)
Provide training / research instructions for the research team at the local/community level. (20 working days, taking into account the adaptation of the methodology and preparation of the memo for the research team)
Ensure instruments design including based on community level e-monitoring methodology on EVAWG (preliminary toolbox in the form of training handouts and monitoring guidelines)
Implementation phase (40 working days)
Provide regular trainings to local/community research teams during the review process from a GEWE/VAWG perspective — at least 3 consultations per team (12 municipalities) (16 working days)
Support local research teams with data collection including e-monitoring data, analysis and interpretation including on EVAWG – regular coaching and small workshops (24 days)
Support to identify local new social norm holders (at least 3 in each municipality — 36) to further engage into GALS process
Review phase (21 working days):

Convene a Lessons Learned Session for participatory reflections from GEWE/EVAWG perspective
Prepare Comprehensive Report capturing process, norms both old and new (how those created and reinforced) challenges, opportunities and lessons learnt, and recommendations  (6 working days)
Ensure the development of tools, including on the basis of a community-based electronic monitoring methodology to eradicate VAWG (preliminary set of tools in the form of training handouts and monitoring guides) — (15 days)
