FHI 360 is currently recruiting for the position of
Program Officer  for a recently awarded USAID/Kyrgyz Republic civic organizing program. This five-year project will enable horizontal and vertical networks of individuals and organizations to advocate for and bring about change across issues that resonate with local communities and increase government responsiveness and accountability in the Kyrgyz Republic.
Qualification requirements
Masters degree or its international equivalent.
3-5 years of related government engagement and office administration experience.
Demonstrated experience with office administrative procedures, standards, and equipment.
Proven interpersonal and communication skills.
Knowledge of the political, social, cultural and development context of the Kyrgyz Republic.
Demonstrated experience with office software applications and spreadsheets.
Demonstrated experience working and building relationships with government officials. Experience at the national and sub-national level preferred.
Strong written and verbal communication skills in English, Kyrgyz and Russian required.
Prior work experience in a non-governmental organization (NGO) preferred.
The Program Officer, reporting to the Director of Finance and Administration, is responsible for advancing the projects policy dialogue at the local and national level and providing administrative support to the team. Duties performed may include providing technical support to the project in implementing the projects plan for engaging authorities, preparing travel and other administrative documents, conducting limited desk research to support project planning, supporting workshop and meeting organization, and coordinating with internal staff and implementing partners staff on logistical matters.
Key Responsibilities:
  Government Stakeholder Coordination
Provides technical support for the design and implementation of activities intended to support government responsiveness and accountability.
Serves as a point of contact for key local and national government representatives and implementing partners.
Coordinates and attends meetings with public officials and other stakeholders.
Supports preparation of reports (including the political context section of periodic reports), presentations and graphics.
Provides support to program management such as troubleshooting, preparing packages for consultancy services, updating work plans, and monitoring program activities.
Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners.
Coordinates with the projects finance and Monitoring and Evaluation (Meams and externally with stakeholders, in particular, grantees, to ensure timely data collection and reporting essential for deliverables and reporting to USAID.
Supports the organization of project events.
Coordinates and provides necessary arrangements for international and domestic travel for project staff and consultants.
Responds to the teams requests for administrative support as needed.
Perform other duties as assigned.
