Since 2006, the Public Foundation Kyrgyzstan Mountain Societies Development Support Programme (MSDSP KG) implements a range of integrated interventions in rural development, education, and health, which are implemented in collaboration with and between community-based groups and local authorities. MSDSP KG is active in five oblasts in the Kyrgyz Republic, covering a total population of more than 520,000.
The World Bank has provided financing to the Government of the Kyrgyz Republic for a Community Support Project that will focus on communities living along the 450km CASA 1000 Transmission Line in the Ferghana Valley area of the Kyrgyz Republic, traversing three oblasts (Jalalabad, Osh, Batken) and estimated 22 Aiyl Aimaks. The CASA 1000 Community Support Project (CSP) will support a series of energy, social, and economic infrastructure investments in communities lying within the vicinity of the transmission line.
The Livelihoods for Youth Community Support Project (L4Y) is a four-year project designed to increase the impact of the CSP by providing needed training and capacity development of local economic actors, focusing on skills development and innovative livelihoods for youth, and strengthening economic infrastructure investments financed through CSP. The L4Y will prepare young women and men for the labor market by developing their entrepreneurship and job-related skills in line with the needs of local labor markets in target areas. Complementing this, the project will support youth-centric value chains and create new opportunities for micro and small enterprises.
MSDSP is looking for a Project Coordinator to lead the Livelihoods for Youth Community Support Project (L4Y) grant for the duration of 48 months, which is designed to complement and work in parallel with the CASA 1000 Community Support Project (CSP).
Duty Station: Bishkek, Kyrgyz Republic with frequent travel to Osh, Jalalabad and Batken.
Qualification requirements
Leadership over the project, ensuring a timely, efficient and effective delivery of activities in line with the timeframe and work plan, setting priorities and direction, maintain and value team spirit.
Develop and nurture relationships with the stakeholders/partners/government institutions with the project, region and at national level.
Understanding of and commitment to the implementation of the project as set out in the Operations Manual, and as agreed under the legal instruments for the project.
Ensure effective project financial management and implementation, as well as conduct regular monitoring of progress made towards the objectives and indicators set in the project through the organization of regular management meetings and field visits.
Overall planning of the project activities, including establishing a skilled, resourceful team for the management and local implementation of the project.
Prepare accurate and comprehensive reports on the project progress as per World Bank  requirements and maintain communication with the World Bank on issues related to the implementation and management of the project.
Conduct field visits and spot checks, identify training needs for the project team and partner organizations essential for the implementation of the activities and support skill development as required.
Ensure coordination with other CASA1000 CSP-related initiatives.
Engage with the Japan Social Development Fund donor to ensure visibility and reporting on Project activities.
Master Degree in Management/Economics or related field.
10 years of experience and proven background in development management and programming of employment promotion initiatives.
At least 7 years of experience in youth livelihoods programming with an excellent track record and references.
Familiarity with World Bank requirements for project implementation and reporting is an advantage, or a track record working with other international development agencies in youth programs.
Previous experience in community mobilization, youth mobilization, value chain development, youth employment and entrepreneurship.
Solid understanding and proven experience of gender mainstreaming tools and approaches.
Knowledge of local government, private sector, and civil society in the Kyrgyz Republic.
Excellent report writing capacity and computer literacy.
Excellent communication skills with a high level of written and spoken English, Kyrgyz, and Russian.
