Mountain Societies Development Support Programme Public Foundation (MSDSP KG) is looking for a Research, Evaluation and Learning (REL) Coordinator , whose main responsibility will include the monitoring and evaluation of projects implemented by MSDSP KG and the Aga Khan Foundation (AKF).

The Aga Khan Foundation (AKF) is a private, international non-denominational and not-for-profit organization established in 1967 in Switzerland. The Foundation seeks to develop and promote creative solutions to long-standing global challenges including poverty, hunger, illiteracy, and disease. Through its local partner, MSDSP KG, AKF implements a range of integrated interventions in rural development, education, and health, which are implemented in collaboration with and between community-based groups and local authorities. AKF is active in five oblasts in the Kyrgyz Republic, covering a total population of more than 520,000. Qualification requirements
Education
Bachelor or Masters Degree in Mathematics, Economics or International Relations.
Experience:
1.
Minimum of three (2) years of professional experience in quantitative and qualitative research;
2.
Experience in implementing Mtivities within projects funded by international development agencies such as DFID, the European Commission, the World Bank, among others;
3.
Experience in designing, implementing, and operating project Mstems through projects implementation cycle;
4.
Experience in designing and managing field monitoring activities and database systems;
5.
Experience in performance measurement, including indicator selection, target setting, data analysis, reporting, database management, and developing Md performance monitoring plans.
Skills/Competencies :
1.
Ability to analyze quantitative and qualitative data, as well as applying statistical methods for quantitative data analysis using statistic software such as SPSS or Stata;
2.
Ability to maintain databases, verify data and conduct regular data quality assessment;
3.
Ability to work independently, as well as to coordinate the implementation of the Man and research activities;
4.
Demonstrated ability to write concise analytical reports in both English and Russian;
5.
Demonstrated capacity to use Mta to adapt project activities, inform program development as well as to contribute to the development of internal and communication materials;
6.
Ability to adapt to new situations and challenges, be open to new ideas;
7.
Entrepreneurial, dynamic and ability to work with little supervision;
8.
Strong interest in conducting qualitative and quantitative researches;
9.
Demonstrated interest in contributing to the development of long-term solutions to address socio-economic challenges faced by disadvantage groups;
10.
Excellent computer literacy.
Languages:
Fluency in spoken/written Kyrgyz, Russian and English
Duties
Main responsibilities:
In collaboration with other staff of the RELU, develop Mans and systems for the projects implemented by AKF and MSDSP across its six core programs: Civil Society, Economic Inclusion; Agriculture and Food Security, Education, Early Childhood Development and Health rition;
In line with Mans and systems designed, lead on the implementation Mtivities, such as needs and annual assessments, applied studies, case studies, baseline/midline/endline assessments and regular monitoring activities;
Disseminate the findings of Mtivities within AKF and MSDSP, in addition to contributing to the development of action plans to ensure that Mndings are used to improve the performance of on-going projects, integrated in the design of future program or again used to inform the development of the content of communication materials, among others;
Contribute to AKF and MSDSP fundraising efforts by providing inputs for the development of project proposals logframes, indicators and Mdget;
Provide regular support in maintaining databases for AKF Global Reach System (GRS) and Output Monitoring System (OMS) of AKF and MSDSP;
Ensure efficient communication between the RELU, AKF and MSDSP projects/programs, the Communication Department as well as the Partnership Department;
Contribute to the overall RELU development, if necessary, get involved in other projects of the organization.
Responsibilities in the implementation of baseline and end-line studies:
Develop methodology, sampling and schedule of research activities using RELU templates;
Collect quality information in timely manner;
Analyze and present the research results using RELU templates;
After receiving the final approval from the RELU Manager on the final research reports, present the findings internally as well as among communities surveyed, among others.
Responsibilities in project monitoring:
Develop the main tools (questionnaires, checklist, etc.) using RELU templates.
On quarterly basis update Mans for assigned projects;
Conduct the monitoring of relevant projects according to monitoring plan;
Using monitoring findings, conduct debriefing relevant project and program staff members to facilitate the development of solution to improve the performance of the project monitored, to inform the design of future projects or again support the development of communication materials;
Ensure that collected data are inputted in AKF and MSDSP OMS and GRS.
Responsibilities in terms of work planning and reporting:
Plan quarterly Msks in a timely manner using RELU templates;
Report to RELU on monthly basis on the progress made against in the planned quarterly activities;
Document or file the Msults, research thly monitoring reports, etc. in timely and accurate manner.
